Standard international public finance assessments are available to help chart public financial management (PFM) reform roadmaps. These include:
- Public Expenditure and Financial Accountability (PEFA)
- Debt Management Performance Assessment (DeMPA)
- Methodology for Assessing Procurement Systems (MAPS)
- Public Investment Management Assessment (PIMA)
- Tax Administration Diagnostic Assessment Tool (TADAT).
But these tools don’t always give the level of prescriptive information needed to support effective PFM reform. This leaves us asking: What if governments could leverage more prescriptive tools using country-specific information beyond assessments?
