FreeBalance will host the 2026 FreeBalance International Steering Committee (FISC) in Trinidad and Tobago from June 29 to July 2, bringing together senior government finance leaders, policymakers, and public financial management practitioners from FreeBalance customer governments worldwide.
Under the theme AI at the Service of the State: How Governments Are Leading the Next Transformation, FISC 2026 will address one of the defining challenges of this era: how governments can harness artificial intelligence on their own terms to deliver stronger accountability, greater transparency, and better outcomes for citizens.

A Forum Shaped by Governments, for Governments
The FreeBalance International Steering Committee is a unique forum in the global GovTech landscape: a customer-driven steering body where government leaders actively shape the direction of the FreeBalance platform. Since its inception, FISC has embodied FreeBalance’s belief that innovation in government must start with government.
Delegates set priorities, vote on roadmap features, and share lessons from their own reform journeys, creating a collaborative environment where peer learning and co-creation drive the agenda.
FISC 2026 will span approximately eleven sessions across four structured days, combining keynote presentations, live platform demonstrations, facilitated canvas exercises, and bilateral country meetings.
Three Themes. One Direction.
The programme is organised around three interconnected themes, each building on the last, from the strategic and conceptual through to the applied and participatory.

Theme 1: AI for Government — Sovereignty, Infrastructure, and Transformation
Sets the strategic context. Sessions will explore what AI means for governments, the risks of getting it wrong, and the case for a sovereign AI approach built around domain-specific, bias-aware models designed exclusively for the public sector. FreeBalance will also introduce its new AI capabilities at FISC 2026, with live demonstrations of budget forecasting, fraud detection, and decision support capabilities.

Theme 2: AI-Enabled PFM Outcomes — Health, Energy, and Inclusion
Moves from the strategic to the applied. Sessions will examine how AI is changing what is possible in public health financing, energy and climate fiscal management, gender-responsive and inclusion-focused budgeting, and performance-driven expenditure management. Each session draws on real-world government experience and FreeBalance’s global implementation track record to show concrete pathways from ambition to delivery.

Theme 3: The FreeBalance Partnership — Roadmap, Innovation, and What’s Next
Returns authority to the delegates themselves. Customers will review recent platform updates, engage with the 2026–27 product roadmap, and vote on the features and priorities that matter most to their governments.

Trinidad and Tobago: A Fitting Host
Trinidad and Tobago is a natural choice for FISC 2026. A longstanding FreeBalance customer, the country has demonstrated consistent commitment to improving transparency and accountability in government finance.
Hosting FISC reflects both the strength of that partnership and Trinidad and Tobago’s ambition as a rapidly developing nation embracing digital transformation. Delegates will also have the opportunity to experience the country’s extraordinary cultural richness, including a Canada Day dinner on July 1.
