Corruption Barometer? Maybe we need Corruption Thermometer and Hydrometer too

Is a survey like the Transparency International Corruption Barometer sufficient to make conclusions about global corruption? The Barometer is very useful but the implicit and explicit conclusions from the survey are not adequately supported. My sense is that as important as bribery is to reducing country development, other forms of corruption are more important. And, the perception of increasing corruption could be explained by increasing anti-corruption activity.
